The government estimates that it has provided shelter to more than 3,500 people.
Sweden has had more than 5,300 tent encampments since 2005.
It is not yet clear how many of those have been converted to houses.
Some have been set up on public roads, which has created an opportunity for people to escape from the harsh winter weather.
The camp, however, has been criticised by environmental groups, which argue that its construction does not meet environmental standards.
The Swedish government says it has a legal obligation to protect the environment.
